The Council expressed its appreciation for Prof. Balunywa's leadership of the institution at a special meeting. This included his ability for innovation, his skill in managing stakeholders, and his efforts to foster positive relationships between students, teachers, administrators, and the university community.
The MUBS Council chairperson, Isaac Mubarak Ngobya, stated in a letter to the Education Minister Janet Museveni that Prof. Balunywa received an evaluation of his performance from a Special Committee of the Council, which resulted in a score of 89.7 percent (outstanding performance), which served as the foundation for extending his contract.
In his letter, Ngobya urged the appointing authority to reappoint Prof. Waswa Balunywa for a second five-year term because of his "outstanding performance both at the institutional and national level."
In order to prevent a leadership vacancy after Prof. Balunywa's contract expired on May 31, 2023, the MUBS Council then nominated Prof. Moses Muhwezi as his deputy to serve as acting president of the university while the Council worked to reappoint Prof. Balunywa.
According to Section 40(2) of the Universities and Other Tertiary Institutions Act 2001, "Following the expiry of Prof. Balunywa's contract as Principal on May 31, Council at its special meeting held on June 2 resolved to appoint Prof. Moses Muhwezi as Acting Principal," stated Francis Yosa, a member of the council.
President Museveni described Prof. Balunywa as a "nice person to work with" when he reappointed him for the term that had just ended.
"Since Prof. Balunywa is a serious implementer of programmes and a serious educator whose institution has never seen part of the indiscipline of strikes, etc. I have no objection to his re-appointment if all other factors are in order," President Museveni wrote.
The fact that the head of MUBS has consistently supported the liberation concept and provided strong leadership for the MUBS institution further impressed President Museveni.
"In the limited interactions I have had with him, I have never found him to be resistant to advice." A person like that is always pleasant to work with," Museveni further wrote.
